III Minsk International Biennale of young architects “Leonardo Award 2009”

1.  General Information

III Minsk International Biennale of young architects “Leonardo Award 2009” (hereinafter referred to as the Biennale) is held with the aim:
- to promote the works of young architects and make them more visible to the general public and foreign experts;
- to make for an increase in the professional level of young architects for them to get more involved in project and research activities in the architectural, town-planning and architectural design fields;
- to find new perspectives in the future development of the architectural field;
- to popularize creative achievements of young architects;
- to award the best works and their authors.

The Biennale is organized by the Belarusian Union of Architects (BUA) with the support of:
- the Ministry of Architecture and Construction of the Republic of Belarus
- Minsk City Executive Committee
- the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO)
- the International Union of Architects (UIA)
- the International Association of Unions of Architects (IAUA)
- the Architectural Council of Central and Eastern Europe (ACCEE)
The prize-winning works are considered to be completed in course of the professional practice of an architect (excluding undergraduate projects and diploma works) architectural works with the advanced level of the accomplishment, showing their great social and community value, their high-standard architectural and aesthetic, engineering, technical and economic characteristics and not have been submitted at the previous editions of the “Leonardo” Biennale.
The best works presented at the Biennale will be awarded with the prizes of III Minsk International Biennale among young architects “Leonardo Award 2009”.
The Biennale is called upon to uphold and foster traditions established in the previous editions: “Leonardo 2003”, “Leonardo 2005” and “Leonardo 2007”.
Leonardo Award 2009 is the Biennale for the UIA II Region but architects from other UIA Regions can take part in it.
The Biennale is open for architects under 40 years of age
The participation in the Biennale is free of charge.


2.    Award Sections and Categories
The entries submitted for the Biennale are distinguished into two sections: “Project” and “Construction”. Projects that are realized, already constructed will go into the “Construction’ Section. Idea projects, project proposals, author’s concepts and designs will be placed in the “Project” Section.

In each Section there are the following categories:
1.    Town-planning and design;  
2.    Public-service and industrial facilities;
3.    High rise housing;
4.    Single family and low-rise housing (1 to 3 floors);
5.    Landscape architecture, urban street design, monumental art and sculpture in architecture;
6.    Commercial and residential interior design.

The works will be also adjudicated according to the following special criteria:
•    Idea conceptuality
•    Innovations in architecture
•    Best presentation

3.    Winner Prizes
The winners of the Biennale will be rewarded with the following prizes:
•    Major reward of the Biennale is the Grand-Prix for the best work in the “Construction” Section and the best work in the “Project” Section. Besides that they will be given the Biennale medal and the winner certificate;
•    The medal and the winner certificate for the first prize winners in each category;
•    Apart from the Leonardo Award 2009 medals and winner certificates the works will be given diplomas from the IAUA, ACCEE, BUA and other organizations. They can also be granted money prizes.


4.    Jury

The Jury of the Leonardo Award 2009 is made up of 9 members established by the BUA managing committee a month prior to the event. The Chairperson of the Jury is to be elected by its members. The jury includes representatives of the UIA, famous foreign architects as well as leading architects of the Republic of Belarus.
The Jury members are not allowed to participate in the Biennale. The decisions made by the jury are validated in a report with signatures of all the jury members who took part in the session. The decisions made by not less than 7 present jury members are considered to be valid. If the votes are divided equally, the Chairman has the casting vote.    


5.     Submission of Entries
Entries are to be submitted by the author or by the representative of the project team in accordance with the scheme of presentation (see appendix B). Each work is to be presented on solely one foam board panel or poster 1000(h) x700(w) mm with a suspension device at top in the back of it. There should be as much information as possible given on the project: plans of legible scale, general layout, facades, images, technical & economic features, etc. but it is up to the participant to decide on the form of the project display (drawings, photographs et al). If a modal is submitted, it should be displayed with the presentation (the size of the modal is not limited).
Basic information about the project is to be located, according to the scheme, on the upper part of the panel in the field 100mm high. It is necessary to indicate the participant’s degree of involvement in each project (the author, the co-author, a member of the project team and etc.), the authors’ collaborators, and also the architectural office that completed the project.
A 40x40mm square figure of the following color indicating “Section” and “Category” of the entry has to be placed on the upper right side of the panel:

1. Dark blue – Town-planning and design;  
2. Red – Public-service and industrial facilities;
3. Orange – High-rise housing;
4. Yellow – Single family of low-rise housing (1 to 3 floors);
5. Green – Landscape architecture, urban street design, monumental art and sculpture in the architecture;
6. Grey – Commercial and residential interior design.

A 10mm black contour around a colored square is to be put to indicate that the work belongs to the “Construction” Section, lack of it means that it belongs to the “Project” Section.
The number of works that can be presented by any single author is unlimited.
The entries that do not match the above-given requirements will be exhibited but will not be considered by the jury.


6.    Registration for Participation
In order to participate in the Biennale the author or representative of the project team is to send a completed registration form for each work (see appendix A) to the Secretariat of the public organization Belarusian Union of Architects (BUA) before the 25 August 2009 to the following address:

The panels need to be sent to be assembled for the exhibition until 1th September to the same address: The Republican House of Architects, 220030 Karl Marx str., 14, Minsk   BELARUS

The Biennale Organizing Committee can produce exhibition materials (panels, posters) of the projects that are e-mailed by the participants if they have paid the expenses. To pay for it you need:
- to state in the registration form (Appendix A, point 11) that you need the panel (poster) to be produced;
- to pay 20 Euros by bank transfer to the account of the public organization Belarusian Union of Architects (see Appendix C) until 1th September.

7.    Catalogue
After the results of the Biennale have been announced a catalogue of the winners’ and participants’ works is to be issued.  To make this possible, it is required to present 3-5 images of the object (major views and details). Major and general view should be with the right perspective, i.e. vertical lines of the object are parallel to the edge of the sheet. Bitmapped images for the catalogue are presented in TIFF, 300 dpi, A4 format.
Additionally the author can submit plans and cuts in black-and-white graphics in pdf.
All the materials for the catalogue are to be sent on the CD with the name of the object, author and contact information stated to the Secretariat of the Belarusian Union of Architects until 1st August to the address: The Republican House of Architects, 220030 Karl Marx str., 14, Minsk   BELARUS
The publication in the catalogue is free of charge.
